What decided it

The severe shortfall in the Council's five-year housing land supply engaged the tilted balance, and the resulting benefits of housing delivery were found to outweigh the limited and moderate harms identified.

The significant benefits of market and affordable housing delivery, together with moderate benefits from biodiversity net gain, highway improvements and economic activity, were found not to be significantly and demonstrably outweighed by the moderate harm from loss of tree T2 and limited harm to landscape character and the spatial strategy, so the presumption in favour of sustainable development applied and permission was granted.
