What decided it

The site represents an unsuitable location for residential development because it would conflict with the Framework's requirement that developments be accessible by means other than private cars, given the narrow and sinuous road network, lack of street lighting and public transport, and distances to services that would necessitate private car use.

The benefits of the proposed development are significantly and demonstrably outweighed by the significant harm arising from locating residential development in an unsustainable location; the Council's ability to demonstrate a five-year housing supply further limits the weight given to housing benefits.
