What decided it
The Council's planning balance was unreasonable: it refused permission based on small heritage harm that was clearly outweighed by the benefits of beneficial reuse, thereby preventing development that should clearly have been permitted.
The Council weighed the harm to the non-designated heritage asset (loss of historic community use) against the benefits of bringing the building back into beneficial use, and found the harm outweighed the benefits; the Inspector found this balance was unreasonable because the harm was small and clearly outweighed by the benefits.
