The proposal would weaken the vertical architectural hierarchy of the rear elevation and contribute to piecemeal erosion of the building's heritage interests through an unusual elevated addition at second floor level, contrary to the established pattern in the conservation area, with insufficient public benefits to outweigh the less than substantial harm to designated heritage assets.
The less than substantial harm to the special interest and significance of the Grade II listed building and the Holland Park Conservation Area outweighed the minimal public benefits of the proposal, which were principally of private benefit to the occupiers.
