What decided it
The very substantial and unacceptable harm to the character and appearance of the surrounding area, arising from the scale, massing, intensity of use and hardstanding of the proposal in a predominantly single-storey bungalow context, was not outweighed by the modest housing and land-use benefits.
The modest benefits of housing delivery (4 units), housing mix contribution, more efficient use of urban land, and adequate highway provision were given moderate weight collectively, but did not outweigh the very substantial planning harm to character and appearance; the adverse impacts significantly and demonstrably outweighed the benefits when assessed against the Framework as a whole.
