What decided it

The identified significant harm to landscape character and appearance, combined with unjustified loss of a non-designated heritage asset and inappropriate development in the Green Belt, was not clearly outweighed by the other considerations advanced, and very special circumstances were not demonstrated.

The adverse impacts arising from the appeal proposal, comprising inappropriate development in the Green Belt, limited harm to openness, significant harm to landscape character and appearance, and unjustified loss of a non-designated heritage asset, significantly and demonstrably outweighed the benefits of the scheme including the appellant's personal medical needs, sustainable design credentials, and practical constraints, when assessed against the Framework and development plan taken as a whole.
