The proposal satisfies the criteria in paragraph 155 of the Framework as grey belt development and therefore would not be inappropriate development in the Green Belt, which justified a decision other than in accordance with the development plan.

The conflict with development plan policies GE3, GE5 and CS23 was outweighed by the proposal meeting the grey belt criteria in paragraph 155 of the Framework, particularly the absence of a five-year housing land supply and the sustainable location of the site.
