The significant adverse effects on the living conditions of neighbouring residents with regard to outlook and privacy, which failed to comply with Policy D.DH8 of the Tower Hamlets Local Plan 2031 and the NPPF, could not be outweighed by the limited benefits of the proposal.
The benefits of good design and beneficial use of brownfield land in an area of high housing targets were outweighed by the significant adverse effects on neighbouring living conditions with regard to outlook and privacy.
