What decided it
The proposal would result in an unacceptable impact on parking stress in the locality and highway and pedestrian safety by failing to meet the Council's parking standards and reducing parking provision for the community use facility, which when taken cumulatively with existing parking congestion would increase on-road congestion and create safety risks.
The benefits of housing delivery and economic/social contributions were limited and were significantly and demonstrably outweighed by the adverse impacts of parking stress and highway safety harm when assessed against the policies in the Framework taken as a whole.
