What decided it

The Council's inability to demonstrate a five-year housing land supply engaged the tilted balance under NPPF paragraph 11, and the significant benefits of housing delivery and associated socio-economic benefits were not outweighed by any adverse impacts.

The significant benefits of 19 new dwellings (net gain of 15 units), two affordable dwellings, enhanced retail space, socio-economic benefits during and after construction, and urban greening outweighed any concerns, with no adverse impacts that would significantly and demonstrably outweigh the benefits when assessed against the Framework as a whole.
