What decided it

The particular bespoke design solution, utilising existing basement infrastructure and a green roof system, would minimise the visual presence of the dwelling such that it would not cause unacceptable harm to the character and appearance of the area, which was the main issue.

In the absence of harm to character and appearance, the proposal accords with the development plan as a whole, with the limited benefit of housing supply contribution weighing in its favour and no matters weighing against it.
