Main issues, as the Inspector framed them
- the effect of the proposed development on the character and appearance of the area
- the effect of the proposed building on the living conditions of adjacent neighbours at 4 and 5 Waterhouse Lane with respect to outlook, daylight, sunlight and privacy and on the occupier of 6A Waterhouse Lane in regard to outlook
- the effect of the proposal on the living conditions of future occupiers with respect to privacy and access to external living space
What decided it
The substantial and demonstrable harm to the character and appearance of the area through the domination and visual intrusion of the proposed building into the open rear courtyard, combined with substantial harm to the living conditions of existing and future occupiers, outweighed the limited benefits of housing provision.
The benefits of housing delivery and employment during construction were limited and did not outweigh the substantive harm to character and appearance and living conditions, with the proposal conflicting with the development plan.
