What decided it

The proposed right-turn pocket would be too short and narrow to allow vehicles to decelerate and manoeuvre safely, creating an unacceptable risk of road traffic accidents in a location with high traffic speeds and multiple hazards in quick succession.

The modest benefits of five new dwellings and small economic benefits during construction were outweighed by the significant harm to highway safety arising from the unsafe access arrangement.
