What decided it

The change of use would maintain and enhance the vitality and viability of the town centre by diversifying uses, bringing vacant premises back into use, and providing employment, consistent with the Government's policy intention to allow town centres to adapt and diversify.

The technical conflict with Policy SH04 criterion 3 was outweighed by the accordance with the policy's overarching objective of maintaining character, vitality and viability, and by the material consideration of Government policy to provide flexibility for town centre adaptation and diversification.
