What decided it
The cumulative loss of mature trees prominent on the highway boundary would cause significant harm to the character and appearance of the area that could not be adequately mitigated by replacement planting, and this harm outweighed the modest housing benefits.
The adverse impact on character and appearance due to tree loss, weighing significantly against the proposal, outweighed the modest benefits of additional housing supply, such that the material considerations in favour of the scheme were of insufficient weight to justify the development.
