The combined massing and scale of the side and rear extensions would conflict with the established character of the Becontree Estate and cause unmitigated harm to the living conditions of the neighbouring occupiers at No 91.

The benefits of improved living accommodation were outweighed by the identified harm to character and appearance and living conditions; the fallback position, given significant weight, did not justify the additional harm caused by the proposed extensions beyond it.
