The oversized lantern, which is out of scale and character with the extension and causes a conspicuous and harmful glow of artificial light visible from adjoining properties, results in harm to the conservation area that outweighs the limited public benefits of the proposal.
The less than substantial harm to the character and appearance of the conservation area, to which great weight must be given, outweighs the limited public benefits of improved living accommodation which are largely private benefits.
