The proposed house, through its careful articulation of form, materials and fenestration, would successfully integrate into its immediate context and preserve visual amenity without causing harm to the character and appearance of the area.

The environmental benefit of energy-efficient Passive House construction, social benefit of modern family housing, and economic benefit from construction employment were given moderate weight and outweighed by no adverse impacts that would significantly and demonstrably outweigh the benefits when assessed against the Framework as a whole.
