The harmful loss of the public house as a community facility, without the compelling evidence required by Policy ST22, outweighed the benefits of housing delivery under the tilted balance.
The significant weight given to housing delivery benefits was significantly and demonstrably outweighed by the harm from loss of the community facility and conflict with the spatial strategy, so the presumption in favour of sustainable development did not apply
