What decided it
The harm to the conservation area caused by the cramped built form occupying the characteristic open space, combined with unacceptable living conditions for future occupants, provides a clear reason for refusal under Framework paragraph 11(d)(i) notwithstanding the Council's inability to demonstrate housing land supply.
The public benefits of providing four new dwellings on a brownfield site, whilst worthy of some weight, do not outweigh the less than substantial harm to the conservation area and the unacceptable living conditions for future occupants.
