Main issues, as the Inspector framed them

  • Appeal A: whether the proposal would be permitted development under Schedule 2, Part 3, Class Q of the 2015 GPDO; and the effect of the proposal on the character and appearance of the area
  • Appeals B and C: the effect of the proposal on the character and appearance of the area

What decided it

Appeal A was allowed because the building is capable of conversion under Class Q without rebuilding beyond what is reasonably necessary; Appeals A and C were allowed because the domestication would be visually well-connected to an established residential environment and sensitive to the WHS setting, causing no harm; Appeal B was dismissed because the proposed extensions would be visually prominent, materially contrast with the vernacular character, and cause less-than-substantial harm to the WHS setting that outweighs the limited public benefits.

Appeal B: the less-than-substantial harm to the character and appearance of the area and the setting of the Derwent Valley Mills World Heritage Site, weighted with great weight to conservation, outweighed the small contribution to housing supply and limited economic benefits.
