What decided it

The best interests of the children, together with the unmet accommodation need and personal circumstances of the intended occupiers, outweighed the limited/less than substantial heritage harm to the setting of Rowney Priory.

The considerable weight attached to the less than substantial harm to the setting of the listed building was outweighed by the moderate weight given to unmet need and personal circumstances and the considerable weight given to the best interests of the children, tipping the balance in favour of allowing the appeal.
