What decided it
The proposal runs completely counter to the intentions of emerging policies H12 and GY7 which resist HMO development in the Back of Seafront Improvement Area to protect and enhance the character of the area, and without overriding benefits this policy conflict must prevail.
The benefits of providing low-cost residential units in a sustainable location were outweighed by the need to protect and enhance the character and perception of the Back of Seafront Improvement Area as expressed in the emerging Local Plan Part 2 policies.
