What decided it

The generous amount of shared communal space and outdoor facilities, combined with the site's sustainable location near employment and transport links, meant that the slightly undersized bedroom 4 did not result in inadequate living standards, and the HMO use would reduce rather than increase parking pressure compared to a family dwelling.
