The proposal represents a disproportionate 79% increase in volume, exceeding the 30% threshold in Policy 24 part e and the Framework's exception for extensions, and constitutes inappropriate development in the Green Belt for which no very special circumstances exist.
The harm to the Green Belt (given substantial weight by the Framework), combined with harm to character and appearance and neighbouring living conditions, was not outweighed by other considerations advanced by the appellants.
