What decided it
The parking surveys demonstrating sufficient on-street capacity to accommodate the likely demand from the proposed flats, combined with the fall-back position of the identical development being permissible under prior approval, meant the transport and highways impacts were acceptable and any policy conflict was outweighed.
The limited additional parking demand (no more than 5 vehicles regularly) could be accommodated within the demonstrated on-street capacity, and this was outweighed by the fall-back position that the identical development could proceed under permitted development rights.
