Main issues, as the Inspector framed them
- Whether the proposal would be inappropriate development in the Green Belt having regard to the National Planning Policy Framework and any relevant development plan policies and the effect on the openness
- The effect of the development on the character and appearance of the area
- Whether the harm by reason of inappropriateness, and any other harm, would be clearly outweighed by other considerations so as to amount to the very special circumstances required to justify the proposal
What decided it
The disproportionate bulk and scale of the cumulative extensions, representing an 88.7% increase over the original building and far exceeding the 30% policy threshold, constitutes inappropriate development causing significant harm to Green Belt openness and character that is not outweighed by other considerations.
The substantial harm to the Green Belt through inappropriateness and loss of openness, combined with significant harm to character and appearance, was not outweighed by the limited weight given to other considerations cited in support, and very special circumstances were not demonstrated.
