The unsustainable location of the dwelling in a Group 3 Village with poor accessibility to services and facilities, combined with the incompatibility of the proposed use with the character of the area, outweighed the limited benefits of housing supply and the appellant's personal circumstances.
The limited benefits of housing supply contribution and social/economic benefits from an additional dwelling, particularly given the appellant's personal circumstances, were outweighed by moderate harm to character and appearance and the unsustainable location contrary to the development plan and Framework.
