What decided it

The swept path diagrams did not demonstrate with sufficient certainty that a refuse vehicle could enter and exit the site in forward gear or that there would be no conflict for vehicles using the modified access, creating an unacceptable risk to highway safety that outweighed the housing supply benefits even under the tilted balance.

The benefits of providing 6 additional dwellings, particularly given the shortage of housing land supply, were outweighed by the harm to highway safety, such that the tilted balance under paragraph 11 of the NPPF was insufficient to overcome the conflict with development plan and Framework policies.
