What decided it

The substantial harm to the significance of 64 Lincoln's Inn Fields through loss of historic fabric and the creation of a contrived and incongruous mansard roof extension could not be justified by the modest addition of one residential unit.

The modest provision of one additional residential unit and a small affordable housing contribution did not outweigh the substantial harm to the Grade II listed building and less than substantial harm to the settings of other listed buildings and the conservation area.
