What decided it
The rear dormer, although large and not subordinate, would not be visibly harmful to the dwelling or area character because it would be set down from the ridge, inset from the sides, not visible in the streetscene, and views from neighbouring gardens would be limited by separation distances and vegetation.
The conflict with the Development Plan requirement for subordinate roof extensions was outweighed by the absence of any significant harm and the material considerations that the dormer would not be visibly harmful to the dwelling or area character.
