What decided it

The substantial contribution to affordable housing provision, addressing a significant shortfall identified in the Council's Strategic Housing Market Assessment, outweighed the limited weight given to the conflict with the development plan.

The limited weight given to the conflict with policy HA11 of the UDP was balanced against the significant weight given to the contribution to affordable housing supply and limited weight given to other benefits; material considerations indicated the proposal should be determined otherwise than in accordance with the development plan.
