Main issues, as the Inspector framed them

  • the effect of the proposed development on the living conditions of neighbouring occupiers having particular regard to noise and disturbance
  • highway safety with particular regard to parking

What decided it

The combination of uncontrollable staffing levels creating unacceptable noise and disturbance to neighbours, and inadequate parking provision leading to on-street parking that would compromise highway safety and pedestrian safety, particularly for the children in care.

The benefits of providing a children's home facility were outweighed by the significant harm to neighbouring living conditions through noise and disturbance and the unacceptable adverse effects on highway safety through inadequate parking provision.
