What decided it

The substantial increase in roof volume and bulk, which would appear disproportionately large, overscaled, and incongruous with the prevailing development pattern, combined with insufficient evidence that the scale of development was necessary to meet the identified care needs.

The care needs of the appellant's family were given considerable weight but did not outweigh the substantial harm to the character and appearance of the area, as the evidence did not demonstrate that a development of this scale was required or that alternative designs were unavailable.
