What decided it
The intensification of activity and parking demands arising from the proposed C2 use, taken cumulatively with adjacent C2 uses, would detrimentally change the character of the area from residential to one of more intensive use, contrary to Policy DS5.
Although the proposal would support vulnerable people with a protected characteristic, the detriment to the character of the area outweighed this consideration, and there were no material considerations indicating the decision should be made other than in accordance with the development plan.
