The proposed conversion would not enhance the immediate setting of the Nissen hut as required by NPPF paragraph 80(c), and the development would be located in an isolated position outside the settlement boundary contrary to development plan policies requiring development to be focused within or adjoining established settlements.
The modest benefits of a single new home and the re-use of a redundant building were outweighed by the locational unsuitability of the isolated site outside the settlement boundary and the failure to enhance the building's setting, particularly given that the Council can demonstrate a five-year housing land supply.
