What decided it

The proposal's direct conflict with Policy MTRA4 restricting countryside development to specified categories excluding market housing, combined with failure to demonstrate compliance with Policy CP6 regarding loss of the restaurant facility, could not be justified by other material considerations.

The acceptable character and appearance impacts and reasonable dwelling mix were outweighed by the fundamental policy conflicts regarding countryside development and loss of a community facility without adequate justification.
