What decided it

The extensive demolition and construction of eight new external walls, combined with the resulting odd proportions of the five detached buildings bearing no meaningful resemblance to the original poultry buildings, demonstrated that the works exceeded those reasonably necessary for conversion and therefore fell outside the permitted development right.
