Main issues, as the Inspector framed them

  • the effect of the proposed development on employment opportunities in the area

What decided it

The failure to demonstrate that retention options for employment use had been fully explored for the required period and that there was surplus employment provision in the locality, combined with the substantial adverse impact on safeguarded employment premises identified in Policy S4-2(a-i) of the Framework, meant the adverse effects substantially outweighed the benefits.

The substantial weight afforded to the benefit of contributing to unmet housing need and limited weight to economic benefits did not outweigh the harm arising from conflict with the spatial strategy of the development plan and key policy to safeguard employment opportunities; applying Policy S4-1, the adverse effects of the development substantially outweighed the benefits when assessed against the national decision-making policies in the Framework.
