What decided it

The conflict with the development plan policy on character and appearance, combined with the inability to demonstrate that light goods vehicles could be properly serviced without compromising the safe use of the public bridleway, outweighed the benefits of additional housing supply.

The benefits of housing supply and efficient use of developed land were outweighed by significant adverse effects on character and appearance and highway safety concerns.
