What decided it

The absence of any substantiated public benefit advanced by the appellant meant that the less than substantial harm to the setting of the listed buildings could not be justified.

The less than substantial harm to the setting of the Grade II and Grade II* listed buildings, to which great weight must be given, was not outweighed by any public benefits, as none were advanced by the appellant.
