What decided it

The increased energy efficiency benefit of uPVC double glazing for a single flat does not outweigh the less than substantial harm to the character and appearance of the Conservation Area caused by replacing traditional timber sash windows with modern uPVC casement windows.

The less than substantial harm to the character and appearance of the Conservation Area was weighed against the relatively small public benefit of increased energy efficiency for a single flat, and the harm was found to outweigh the benefit.
