The absence of suitable mitigation or assurance that the development would be nutrient neutral meant it would be detrimental to the ecological importance of Stodmarsh Nature Reserve, a protected European site, and therefore could not be permitted.

The suitability of the site and design for residential development was outweighed by the unresolved ecological impact on Stodmarsh Nature Reserve.
