What decided it
The lack of off-street parking provision for the existing dwelling would cause unacceptable harm to highway safety by increasing pressure on limited on-street parking capacity in a narrow residential road, which cannot be overcome by condition and significantly and demonstrably outweighs the modest housing benefits.
The harm to highway safety significantly and demonstrably outweighs the modest benefits of housing provision, such that the tilted balance in paragraph 11 of the Framework is insufficient to outweigh the conflict with development plan policies.
