What decided it

The substantial harm arising from increased parking stress, loss of privacy through overlooking, and absence of affordable housing provision outweighed the modest contribution to housing supply in the context of undersupply.

The modest contribution of six residential units to housing supply and the positive design contribution were outweighed by the substantial harm from parking stress, overlooking and loss of privacy, and failure to provide affordable housing; the identified harm significantly and demonstrably outweighed the benefits when assessed against the Framework taken as a whole.
