What decided it
The Council's inability to demonstrate a five-year supply of deliverable housing sites (3.4 years) engaged the presumption in favour of sustainable development under paragraph 11(d)(ii) of the Framework, and the significant benefits of housing delivery, particularly affordable housing provision, clearly outweighed any adverse impacts.
The benefits of housing delivery (31 dwellings including 9 affordable units) and support for rural services in neighbouring villages outweighed the limited increase in Green Belt openness impact, with no other material adverse impacts identified, applying paragraph 11(d)(ii) of the Framework given the Council's housing land supply shortfall
