Main issues, as the Inspector framed them
- whether the proposal would be inappropriate development in the Green Belt for the purposes of the Framework and development plan policy
- if the proposal would be inappropriate development, whether the harm by reason of inappropriateness and any other harm, is clearly outweighed by other considerations, so as to amount to the very special circumstances necessary to justify it
What decided it
The urgent need for additional secure storage arising from the newly-permitted events use at Apps Court Farm, combined with the existing storage requirement and the benefits to the commercial operations and local economy, clearly outweighed the harm to Green Belt openness.
The harm to the Green Belt by reason of inappropriateness and loss of openness, which carries substantial weight, is clearly outweighed by the need for storage to support existing and new recreational and events uses, the cost-effective support to commercial operations and job retention, and economic benefits to the local economy.
