What decided it

The replacement windows and dormer cheeks in uPVC materials with inappropriate glazing patterns and the removal of the chimney caused less than substantial harm to the conservation area and listed building setting with no public benefits to outweigh this harm.

The less than substantial harm to the significance of the conservation area and the setting of the listed building was not outweighed by any identified public benefits, and great weight was attached to the conservation of heritage assets.
