What decided it

The extant planning permission for a single dwelling establishes the principle of housing development on the site and provides a significant fallback position, combined with the application of the presumption in favour of sustainable development under paragraph 11 of the Framework.

The identified harms of countryside encroachment, loss of best and most versatile agricultural land, and modest environmental harm from car dependency do not significantly and demonstrably outweigh the modest socio-economic benefits and the fallback position of the extant single dwelling permission, such that the presumption in favour of sustainable development applies and permission should be granted.
