What decided it

The harmful effect on the character and appearance of the area arising from the provision of eight car parking spaces within the front garden, which would create a developed urban appearance at odds with the spacious green character of Green Lane, outweighed the minimal additional housing and affordable housing benefits over the fallback position.

The social and economic benefits of four dwellings and off-site affordable housing contribution were minimal compared to the fallback scheme; these minimal benefits were significantly and demonstrably outweighed by the permanent harm to character and appearance and failure to promote good design as required by the Framework.
